


Program Services
The DCCA/Division of Youth Services, Juvenile Probation Unit is an office created by the Government of the Commonwealth of the Northern Mariana Island to facilitate juvenile offenders to acquire structure to help them stop further delinquent or criminal activities in the future. The Office was designed with all youths in mind, to work with youths and their families to rehabilitate and guide them down the appropriate paths in life and at the same time teach them the proper laws and the consequences of violating these kinds of laws. The office also assists these adolescents from going into the adult system in their later life.

MISSION STATEMENT
The mission of the Juvenile Probation Unit is to increase public safety. This will be accomplished through the following:

1. Delinquency Prevention
2. Accurate assessment of juvenile risk levels followed by appropriate intervention, diversion, or disposition
3. Development and management of a full range of correctional supervision, community programs, and sanctions to punish offenders, control their delinquent behavior, and hold them accountable to victims and the community
4. The provision of opportunities for juveniles to make changes in their behavior, assist in their re-socialization, and eliminate future delinquent behavior
The Juvenile Probation Unit believes that the mission can best be achieved through balance of strong enforcement activities, with a wide range of correctional programming to assist in the re-socialization process.

1. AGRESSION REPLACEMENT TRAINING ® (ART)
A well- researched program based on the work of psychologist and behavioral scientist . It is implemented in schools, and Juvenile Delinquency Programs throughout the U.S. and Worldwide; a cognitive-behavioral intervention to promote pro-social (positive) behavior, better manage anger, and reduce aggressive behavior by addressing factors that contribute to aggression.

2. TEEN INTERVENE (DISCOVERY)
The Teen Intervene and Discovery Group are psycho-educational groups that focus on changing high risk behaviors with education regarding Alcohol and other Drugs. The group focuses on instilling motivation to pursue a healthy lifestyle. Participants are encouraged to be open-minded, honest and willing to apply what is learned in group to everyday life.

3. PROJECT PAYBACK PROGRAM
The Division of Youth Services Juvenile Probation Office has implemented a program dubbed PROJECT PAYBACK. Project Payback is a program that provides structured and supervised group activities for youth involved with the Juvenile Justice System to fulfill court ordered Community Work Service.

4. ENFORCING UNDERAGE DRINKING LAWS (EUDL)
The Enforcing the Underage Drinking Laws (EUDL) Program supports and enhances efforts by states and local jurisdictions to prohibit the sale of alcoholic beverages to minors and the purchase and consumption of alcoholic beverages by minors. (Minors are defined as individuals younger than age 21.)

5. JUVENILE DIVERSION PROGRAM
Is a program run by the DYS Juvenile Probation Office with the cooperation of the Office of the Attorney General. A form of VOLUNTARY PROBATION with conditions and treatment plans designed for the needs of each individual client set forth by the DYS Juvenile Diversion Program Coordinator and approved by the Unit Supervisor.
The purpose of the program is to divert first time non-felony offenders, from the formal sanction system of the Juvenile Court, by placing the minor voluntarily on an INFORMAL PROBATION status within the Juvenile Probation Office of DYS.
The objective of the program is to encourage youth to organize his or her behavior, attitude and ambition in a pro-social manner during the rehabilitative process within the period of the program with a minimal exposure to the physical setting of the court. The Diversion Program will further enhance a more positive and trusting disposition with the youth, his family and his/her Juvenile Probation Officer.
It will also lessen the procedural process and time involved by immediately initiating an individualized treatment plan tailored to diverting the youth’s behavior with proper guidance and supervision.
